MEMORANDUM

 

TO:               Local Government Officials and Other Interested Parties

RE:               COMMUNITY DEVELOPMENT BLOCK GRANT-DR FUNDING APPLICATION

 

The North Carolina Division of Emergency Management (NCEM) is making available approximately $32.5 million of CDBG-Disaster Recovery (CDBG-DR) funds for disaster recovery program activities.  This grant announcement is directed to 46 counties for recovery efforts that will be decided after a competitive review of funding requests and the submittal of your project applications.  The maximum grant award for your County is $1 million dollars per county.

 

The application and guidelines for CDBG-DR dollars includes eligible activities such as; homeowner and rental rehabilitation, housing reconstruction, construction of new rental units, temporary rental assistance, supportive housing and services, rehabilitation of community facilities, and public infrastructure.  Economic Development activities will be carried out by the Department of Commerce.

 

The application guidelines also cover eligibility criteria, household income targeting and program limitations.  These are federal CDBG dollars and all federal and state statutory and compliance requirements will need to be adhered to and will become part of the executed grant agreement.

 

The deadline to submit applications is Friday, October 20th by 5 pm.  Counties may submit their applications as early as October 6, 2017. NCEM will begin reviewing applications beginning October 6th.   All applications may be submitted via email to Michele.grant@ncdps.govTwo original copies must be mailed, by the deadline date to North Carolina Emergency Management, Attention: Michele Grant, NCEM CDBG-DR Senior Advisor, 4218 Mail Service Center, Raleigh, NC 27699-4218. 

 

If you plan to submit an application, please go ahead and begin holding your two required public hearings on the proposed activities your county wishes to undertake.  The public hearing must be published in a local paper and must meet the timelines for notification to the public.  A sample of a public hearing notice has been provided for your use.
